A third of the scheduled exhibitors have withdrawn from the Tokyo International Anime Fair.
The Independent reports that 91 of the companies who were to participate in the event have pulled out in protest over a new law imposing stricter censorship on manga.
By December, ten major publishers had already declared that they would be boycotting the event.
The publishers are opposed to a new amendment to the existing law which limits the portrayal of sex and violence in manga.
The fair will go ahead with the remaining 153 exhibitors. Visitor numbers are expected to be down on previous years following the announcement by the protesting publishers of their own Anime Contents Expo.
Both events will take place on the weekend of March 26 and 27.
